• Five (5)+ years of progressive experience supporting production, integration, installation, repair, troubleshooting, or maintenance of electronic systems or equipment.
• Hands-on experience in laboratory testing, manufacturing, or maintenance environments.
• One (1)+ year of experience providing technical guidance to junior technicians.
• Demonstrated ability to solve complex technical problems.
• Ability to read and interpret schematics, technical manuals, operating instructions, and safety procedures.
• Ability to write routine reports, operating instructions, and correspondence.
• Strong verbal and written communication skills.

• Leads proposals and supports efforts led by other proposal managers.
• Manages proposal development processes, and balances deliverables for multiple bids and business development efforts simultaneously.
• Partners with Capture Managers and BD leadership to translate win strategies into executable proposal plans.
• Finalizes proposal schedule and ensures all proposal milestones are met.
• Liaises with internal stakeholders to identify and secure resources required to support proposal responses well in advance of the release of RFPs/RFIs.
• Manages other proposal professionals; assigning responsibilities, ensuring appropriate training, and providing constructive feedback. 
• Plans, schedules, and facilitates proposal color team reviews (Pink, Red, Gold), ensuring reviewers are prepared and feedback is incorporated into subsequent drafts and final submission.
• Leads the development and documentation of proposal management processes and standard operating procedures for the business. 
• Supports development and dissemination of win themes, discriminators, and other strategic proposal components; ensures these elements are incorporated into documents.
• Leads and supports kick-off, daily-stand ups, and other meetings, as required.
• Directs the writing team; sends correspondence regarding writing assignments, schedule, data calls, and questions to the Government to contributors and subcontractors.
• Communicates status to Capture Manager(s) and key stakeholders at all phases.
• Performs rigorous quality assurance checks on draft and final documents.
• Manages post-proposal submittal activity, including Evaluation Notices (EN), Deficiencies and Clarification Reports (DR/CR), internal lessons learned, in coordination with Program Manager and Capture Manager.
• Maintains Proposal Ops library repositories of past experience, past proposals, and past performance citations.
• Supports business development briefs and white papers.
• May occasionally travel to support BD events and tradeshows.

• Bachelor’s degree in Business Administration or related discipline.
• Association of Proposal Management Professionals (APMP) coursework or certifications preferred.
• Equivalent experience may be substituted in lieu of degree.
• Eight (8)+ years of experience in proposal development within a Federal government contracting environment.
• Five (5)+  years managing large, complex proposals as a Proposal Manager.
• Demonstrated experience with mature capture and proposal management processes and color reviews.
• Experience managing proposals under FAR/DFARS solicitations.

• Execute day-to-day shipping and receiving operations, ensuring accurate and timely movement of materials.
• Perform proper MIL-STD packaging and preparation of materials for transport, storage, and delivery.
• Monitor shipping and receiving work orders and daily logistics activities.
• Ensure proper handling, storage, and transportation of ESD-sensitive and HAZMAT materials.
• Maintain IDS data integrity, ensuring accurate and timely system entries.
• Execute secure and timely deliveries using company vehicles while adhering to safety regulations and documentation requirements.

• High School Diploma or GED
• Six (6)+ years of experience in warehousing, material handling, and shipping/receiving operations.
• Three (3)+ years of experience supporting military equipment material management, including inventory tracking and handling.
• Two (2)+ years of warehouse experience, including:
  • Inventory, staging, packing, storage, and shipping of electronic equipment and related materials
  • Operating motor vehicles and material handling equipment
  • Utilizing computer-based inventory and barcoding systems for material tracking
• Proficiency with Microsoft Office applications.
• Understanding of ESD-sensitive and HAZMAT material handling procedures.
• Experience operating within a DCMA-approved Inventory Data System (IDS).
• Valid Driver’s License required.

• Conduct RF cascade analysis and recommend design improvements.
• Perform digital RF spectrum analysis and testing to ensure system performance and design viability.
• Analyze, develop, modify, test, and maintain RF systems and associated infrastructure.
• Verify and validate system performance to ensure compliance with internal and external requirements.
• Diagnose RF system issues and recommend improvements for existing and new systems.
• Support system design, development, and testing activities.
• Work independently on complex technical problems and may serve as a technical lead for project tasks.

• Bachelor’s degree in Systems, Mechanical, Electrical, or Computer Engineering.
• Ten (10)+ years of full-time professional experience in systems engineering, including at least two (2) years of system-level experience in one or more of the following areas:
  • Requirements definition
  • System design parameters
  • Concepts of operation
  • Risk assessment
  • Productivity studies/analyses
  • Performance analyses
  • Test and evaluation
  • Post-delivery support
• Experience performing RF analysis using MATLAB, including RF, communications, and signal processing toolkits (or similar RF analysis tools).

SUMMARY: WR has an opportunity for a Logistics Coordinator, Lead responsible for ensuring accurate Inventory Data System (IDS) and Procurement Integrated Enterprise Environment (PIEE) transactions, maintaining material accountability, and supporting warehouse, storage, picking/kitting, and LRIP logistics operations.
 
Position responsibilities will include, but are not limited to the following:

• Perform and validate accurate transactions within the Inventory Data System (IDS) while maintaining strict material accountability in accordance with company policy and government property requirements.
• Manage warehouse operations including storage integrity, material tracking, and inventory control.
• Coordinate and execute picking, kitting, and Job Order (JO) support activities.
• Deliver LRIP kits to production floors in alignment with build schedules.
• Pull parts and materials to support engineering and technical requirements for R&D and troubleshooting activities.
• Execute PIEE transactions to ensure compliance, accuracy of records, and proper government property reporting.

 
Candidates must possess the following knowledge, skills, and experience:

• High School Diploma or GED equivalent.
• Seven (7)+ years of experience in logistical tracking, reporting, record keeping, warehousing, material transfer, issuance, and disposition of government and/or commercial property.
• Five (5)+ years supporting government property requirements and/or defense lifecycle material management.
• Understanding of DoD inventory management systems and techniques.
• Computer proficiency with Microsoft Office applications.
• Proficiency with PIEE systems for government property and procurement tracking.
• Understanding of ESD-sensitive and HAZMAT material handling.
• Experience operating within a DCMA-approved Inventory Data System (IDS).
